Psychology
The tail is something humans lost over evolution, so in dreams it can stand for instincts and animal feelings held down by reason. A tail also wags regardless of your will, betraying your mood. The dream may reflect fear that feelings you think are hidden are showing.
Folklore and history
In Japanese lore, foxes and tanuki can take human form but never fully hide their tails, which give them away. Idioms such as showing, grabbing or tucking the tail keep that sense alive. An old cat's tail was said to split in two as it became a nekomata; the tail marks the not-quite-human.

This site's view
In this site's view, a tail dream is about a disguise. Are you playing a role somewhere? Desperately hiding the tail shows the strain of keeping up the act. Wagging it freely may mean part of you already knows it is safe to be seen as you are.
Going deeper: our reading
For animals, a tail does many jobs: balancing the body, brushing off insects, and telling others how they feel. A wagging or raised tail shows mood honestly, without words. In this site's reading, people who dream of growing a tail often carry two feelings: worry that the true feelings they think they have hidden behind words and faces will leak out somewhere, and a wish that those feelings could simply be understood. A tail that kept wagging on its own suggests joy or affection you have been holding back is close to spilling over. A tail that was stepped on suggests a strong fear of being hurt the moment you show your heart. This is our speculation, but having your tail gently stroked may show you are looking for someone with whom you can be your unpolished self.
What to do on waking
Once today, say what you really think without polishing it, to someone you trust. A small honesty settles the dream tail.

Turning a bad dream
In Japan, people once tried to turn a worrying dream for the better: a baku charm under the pillow, telling the dream to a nandina bush, or reciting an old dream-turning poem. Read the column on dream trading and dream-turning
