Psychology
Carp streamers swimming in the sky show a wish to rise and grow with the flow. Since they cannot swim without wind, the dream may reflect sensing support and tailwinds beyond your own effort.
Folklore and history
Carp streamers draw on the Chinese legend of a carp that climbs a waterfall and becomes a dragon, and are said to have been flown since around the Edo period to wish children success. Dream readers see vigorous carp as a sign of success.
The unscented version of the classic lubricant and rust-preventive spray "5-56." Spray it on a rusted hinge, lock, shutter, or gate in a ruin before opening it, and it moves more smoothly with less loud creaking or sticking.

This site's view
In this site's view, count and colour matter. A full family set: bonds support you. One faded or swimming the other way: someone feels out of place in the family, perhaps you. Swimming on in windless air: an unseen force is pushing you on.
Going deeper: our reading
At the top of a carp streamer pole sits a spinning arrow wheel that rattles in the wind, and the long streamer below it is sometimes said to have once warded off evil. Fewer homes put up poles in the garden now, yet events stringing hundreds of carp across rivers are held around Japan, so seeing them swim in schools may be more common than ever. In this site's reading, where you looked up from matters. From your own garden, you sense your role in the family. From beneath a riverside school, you want to move forward as part of something larger. Glimpsed from a car or train window, you are fondly revisiting childhood wishes. This is our speculation, but when a parent whose children have left home has this dream, the mind is quietly honouring years of wishing them well.
What to do on waking
Look up and feel which way the wind blows. Find one thing toward your goal where you can ask for help.
