Psychology
An endless cough may show words you keep swallowing or feelings stuck in your chest. Since coughing expels what does not belong, it may also be the mind rejecting an unsuitable situation. A dry throat can trigger it too.
Folklore and history
Small shrines and stone figures across Japan receive prayers for curing coughs, especially children's. Clearing one's throat has also long served as a signal to draw attention. Dream lore reads coughing as endurance reaching its limit.

This site's view
In this site's view, ask whether you tried to speak between coughs. If every attempt dissolved into coughing, you may be unable to speak honestly before one person; a calm silence afterwards shows you have finally let it out.
Going deeper: our reading
When you cannot stop coughing in public, the looks of the people around you can hurt more than your throat. Since infections became a constant concern, many people feel uneasy after a single cough on the train or at work. In this site's reading, the dream often carries that worry about being a nuisance. Coughing through a quiet meeting or ceremony may show that you are holding in your own discomfort or complaints so as not to disturb the room. Coughing alone in a room suggests fatigue building up without anyone noticing. If someone rubbed your back or handed you water, you have people close by you can lean on. This is our speculation, but if you coughed something up and felt relief, a time to let go of something you have carried for long may be near.
What to do on waking
Care for your throat with humidity and fluids. See a doctor if a cough persists or breathing is hard.
