Psychology
Counting shows a wish to grasp and control your situation. Finishing brings relief; a count that never matches reflects fear of missing something, or too much perfectionism.
Folklore and history
In the ghost tale Bancho Sarayashiki, Okiku, who lost her life over a missing heirloom plate and ended up in a well, is heard each night counting plates from the well, one to nine, then weeping for the missing tenth. It is one of the best-known counting scenes in Japanese horror.

This site's view
In this site's view, what matters is how many were missing. One short means you fixate on the last piece of an almost-complete whole. Many missing means you have not yet accepted a loss. A growing count shows readiness to receive.
Going deeper: our reading
In the English-speaking world, people famously count sheep leaping a fence on sleepless nights. Counting puts a restless mind into a steady rhythm, and some people count without thinking when nervous. In this site's reading, people who dream of counting are facing something slipping out of control and wish to grasp at least what can be counted. What you counted matters. Money points to worry about livelihood; people, a wish to confirm your place or how many allies you have; stairs, measuring the distance left to a goal; stars, an endless longing or wish. The scene helps too. Counting aloud suggests you want someone to see your efforts; counting with someone, a wish to share responsibility. This is our speculation, but losing count and laughing may be a sign you are about to be freed a little from days of too much control.
What to do on waking
Check your wallet, belongings or schedule once and fill one gap. Ask if you are fixating on that last missing piece.
