A gentle rise, or seeing life from above.

Psychology
A hot-air balloon dream reflects gentle rising and a wish to survey life from above. Drifting with the wind, it can show ease in accepting the flow; being unable to land or deflating suggests worry about plans or hopes built on air.
Folklore and history
The first human balloon flight took place in late 18th-century France, and ever since the drifting balloon has stood for dreams and adventure in stories. Dream lore reads rising into clear skies as good fortune and a falling balloon as a cue to revisit plans.

This site's view
In this site's view, what you left on the ground matters. People waving mean you move on with loved ones' blessing; an empty ground receding hints at loneliness beneath the lightness. Dropping sandbags to rise shows something you would be better off letting go.
Going deeper: our reading
A hot air balloon rises by heating the air inside with a flame, but it has no rudder. Pilots change altitude to find a layer of wind blowing the way they want, which is also why they often fly in the calm early morning. In this site's reading, the dream shows a state where you cannot go exactly where you like, but you can choose your height. Rising as you turned up the flame suggests your passion is lifting you to see things from higher up. Drifting down as the flame weakened suggests you want to land and settle. Being blown to unknown land may mean meeting an unchosen change with both worry and curiosity. This is our speculation, but dreaming of a balloon at dawn may show a wish to plan a new direction alone, before anyone stirs.
