Psychology
A tram dream reflects steady daily life and the comfort of a set path. Moving through town at near walking pace, it may show a wish to progress without haste and to cherish the people close by.
Folklore and history
Japan's first commercial electric railway is said to be the tram that ran in Kyoto in 1895. Trams became the people's transport in many cities, though many vanished as cars spread; where they remain they are cherished as part of the scenery. Dream lore reads them as gentle progress.

This site's view
In this site's view, which town you saw matters. A childhood town brings nostalgia for unchanging days; an unknown one, quiet hope for a new life. A tram stuck on its rails may be a small realisation that comfort is turning into stagnation.
Going deeper: our reading
A tram runs on rails, yet it shares the road with cars and people and stops at traffic lights like everyone else. In some Japanese towns it is fondly nicknamed after the ding of its bell. In this site's reading, the dream reflects a way of living that keeps its own track while making peace with the flow around it. Moving on despite stopping at light after light suggests you are a little tired of fitting in but still keeping your pace. Having your way blocked by cars may mean others' needs keep interrupting your chosen path. Waiting at a small stop in the middle of the road may show you protecting your place amid a hurried crowd. This is our speculation, but clearly seeing the passengers' faces suggests you treasure small bonds with people you meet daily.
What to do on waking
Get off one stop early or take a longer way home today and look at your town slowly.
