Psychology
Upward motion reflects ambition and self-realisation. A mighty dragon rising suggests dormant potential stirring and a wish to rise beyond where you are.
Folklore and history
The old Chinese dictionary Shuowen Jiezi says the dragon ascends to heaven at the spring equinox and sinks into the depths at the autumn one, moving between water and sky with the seasons. In Japan the rising dragon symbolizes success, and dream lore counts it among the luckiest dreams.
Ruins and haunted spots are full of things you'd rather not touch directly — dust, mold, dead pests, filth. A pair of nitrile gloves lets you check a door handle or something on the floor without direct contact, helping prevent infection or skin trouble.

This site's view
In this site's view, how you felt watching matters. Joy means you can accept good luck; a sense of being left behind hints at mixed feelings about someone moving ahead.
Going deeper: our reading
Many people have looked at a long trailing cloud and thought it resembled a dragon. On temple ceilings and carved transoms in Japan, dragons writhe among clouds, and people have long tipped their heads back to gaze up at them. In this site's reading, those who dream of a dragon rising to the sky may be people who spend most of their days looking down. The dream may be reminding the heart how it feels to raise its eyes. A dragon rising from water suggests a wish long sunk in the heart is finally surfacing. One rising from your home suggests the wish lies within your present life. This is our speculation, but watching until its tail vanished means you can wait for things to grow.
