Psychology
A burial mound of heads suggests guilt or unmourned feelings rising up. Psychology holds that suppressed emotions return in new forms. It may also be your conscience asking whether you have neglected something that deserves respect.
Folklore and history
Kubizuka are mounds where the heads of slain warriors were buried. The mound of Taira no Masakado in Otemachi, Tokyo, is famed for tales of curses whenever moving it was proposed, and people still pray there. Japan has long enshrined those who died tragic deaths so their spirits become protectors.

This site's view
In this site's view, a mound's curse is anger at being forgotten: neglect brings disaster, care turns it into protection. A ruined mound points to promises or bonds you have put off; one tended with flowers shows old wounds are settling.
Going deeper: our reading
The character for tsuka, mound, means something built by heaping up earth. Many head mounds survive not as grand structures but in simple form, with earth heaped up, stones set and trees planted. In many places, local people have cleaned them and offered flowers for generations. It is also said that in times of war, some people honoured the spirits even of enemies they had slain. In this site's reading, those who dream of a head mound may want to close past conflicts not by winning or losing but through mourning. Quietly pressing your palms together before the mound suggests you are growing able to respect even someone you clashed with. Watching someone clean the mound suggests gratitude toward those who quietly protect the past. This is our speculation, but flowers blooming on the mound may mean an old wound is slowly becoming a quiet memory.
