Psychology
A ladder can only be climbed one rung at a time, so it reflects the process of reaching a goal and your own pace of growth. Steady climbing suggests sure progress; missing or shaky rungs, worry about your footing or haste. Climbing down may mean it is time to stop straining and secure your base.
Folklore and history
In the Old Testament, Jacob dreams of a ladder joining heaven and earth with angels climbing it — a symbol linking the divine and human. In Edo, firefighters climbed tall ladders to spot fires, a skill still shown in New Year ladder acrobatics. The ladder was a tool of courage and foresight.

This site's view
In this site's view, ask what the ladder leaned on. A wall or roof means a practical goal; a ladder into empty sky, a longing not yet formed. If you could not see the top, the dream may be advising you to value each rung more than the finish.
Going deeper: our reading
A ladder is scarier on the way down than on the way up. Climbing, you look upward and hardly think of your feet; descending, you must feel for each unseen rung. A ladder is also something you climb more confidently when someone holds the bottom. In this site's reading, ladder dreams are partly about whether anyone is steadying your efforts. If someone held the ladder for you, it may be time to notice the quiet support you receive. This is our speculation, but freezing at the top, unable to come down, suggests fear of losing the way back after reaching a lofty goal. Having the ladder taken away can mirror fear of betrayal by people or promises you relied on. The relief of feet touching the ground signals a return to a sustainable pace.
What to do on waking
Split today's task into three small rungs and finish only the first. One rung at a time is enough.
