Along a stretch of the Boso Flower Line overlooking the Pacific, there is a section of sheer cliffs. Known as “Osen-korogashi,” this cliff is regarded as one of the best-known haunted spots in Chiba Prefecture. Today an observation deck has been built, and anyone can enjoy the view from inside the fence. Beyond the fence, however, the cliff itself is dangerous to approach and is not recommended.

History — Where the Name “Osen” Comes From

The place-name “Osen-korogashi” comes from a legend said to date back to the Edo period. Locals have long told the story of a girl named Osen who was pushed off the cliff by her greedy father. It is a tradition of uncertain authenticity, but it is not hard to imagine that a sheer cliff like this was the kind of place that draws such legends.

The content of the legend differs depending on how it is told. Tourist guides call Osen a “filial daughter” (koujo) and present two storylines. In one, Osen, the daughter of a local powerful family, took her own life in order to make her greedy, ruthless father change his ways. In the other, she was killed as a substitute for her father, whose life was threatened by a wicked magistrate who wanted to take Osen for himself. Together with the version mentioned at the start, in which she was pushed off by her father, at least three lines of the story stand side by side. A memorial tower for her stands on the cliff.

Today the area is maintained as a scenic spot overlooking the Boso coastline. Forming part of the Boso Flower Line, the view from the observation deck looking down on the rough waves of the Pacific is also introduced as a local tourism resource.

The cliffs continue for about four kilometers along the coast, and their height is said to range from 20 meters to several dozen meters. The spot sits where National Route 128 climbs onto the plateau from nearby JR Namegawa Island Station, and it is also listed as one of the highlights with a view over the blue sea on Chiba Prefecture’s “Kanto Fureai no Michi” trail course. In other words, before it is a haunted spot, this is also a place that has been officially introduced as a scenic point on a nature trail.

Why It’s Called a “Haunted Spot”

The direct trigger for Osen-korogashi becoming widely known as a haunted spot is said to be an incident that reportedly occurred in 1951 (Showa 26). Accounts of the details vary by source, so nothing definitive can be stated here, but it is said that after this incident, rumors began to circulate of the crying of children and women, and scream-like sounds, being heard around the cliff.

An old legend behind the place-name and an incident said to have actually occurred in the Showa era: two stories from different eras becoming linked at the same location is thought to be a major reason Osen-korogashi rose to become one of the Boso area’s most standard spots.

Access & Location

The site is located in Katsuura City, Chiba Prefecture, along the Boso Flower Line. It is within a realistic driving distance from Namegawa Island Station or Kazusa-Okitsu Station on the JR Sotobo Line. An observation deck and parking area have been set up partway along the cliffside road overlooking the Pacific, where you can stop the car and take in the view.

Please note that the coordinates shown on the map are an approximate location based on publicly available information and may differ from the exact site.

Current Conditions

During the day, it is not unusual for tourists to stop by as a drive spot on the Boso Flower Line. A fence has been installed at the observation deck, and as long as you stay inside it, it is no different from an ordinary sightseeing spot. On the other hand, approaching the cliff itself carries a risk of falling and should be strongly avoided regardless of weather or time of day. After sunset there is little street lighting, and only the sound of waves and darkness spread out.

Reflection — A Place Where Two Stories Overlap

What follows is only our own speculation. We wonder if the distinctive weight this place carries comes from two different kinds of fear, a legend and an actual event, piling up on the same terrain.

A cliff, as a landform, stimulates the imagination on its own. A height you cannot look down from, the ceaseless sound of waves, the shadow of the cliff blocking your view: these physical conditions make fertile ground for the sense that “something is there.” Layered onto that, a legend named “Osen” and a concrete Showa-era incident give the rumor a presence beyond a simple scary story.

Another thing worth noting is that most versions of the legend speak of her as a “filial daughter.” The pattern of a daughter giving her life for her parent is common to tragic tales across Japan. In our view, such stories may have been handed down in part to ease the guilt a community carried, by receiving the death of a daughter in a weak position as a “beautiful tale.” The father’s greed and the magistrate’s tyranny are in the end redeemed by the daughter’s death. Yet in that story, Osen’s own voice remains nowhere.

This is our inference, but the fact that rumors of crying and screams tend to be told as those of children and women may be rooted in the existence of this “daughter who had no voice.” The voice left untold in the legend seems to be trying to be recovered in later ages in the form of kaidan. Moreover, with the Showa-era event layered on top, the cliff has become doubly a “place of the voiceless.” The chill felt here may be less that of a ghost than the weight of sorrow that was never told.

It also seems meaningful that the plot of the legend splits into three. Whether the cause of the girl’s death was the greedy father, the wicked magistrate, or her own resolve differs from teller to teller. This is an inference, but it may show that the story was passed down for a long time without deciding whom to hold responsible for the death. A death whose responsibility is never settled stays longest in people’s hearts. Osen’s story was probably given the form of a memorial tower on the cliff while carrying that unresolved feeling. The people who put their hands together before the tower may be mourning the girl Osen, unresolved feeling and all.

The fact that there is a memorial tower on the cliff shows that this has long been a “place that has been mourned.” If you visit, please do not try to confirm the truth of the rumors; look out from inside the fence with the feeling of quietly putting your hands together before the memorial tower.

Nearby Recommendation — Katsuura Morning Market

A short drive from Osen-korogashi brings you to the Katsuura Morning Market, counted among Japan’s three great morning markets. With roughly 400 years of history, its stalls line up selling fresh seafood, local vegetables, and dried fish, drawing crowds of tourists who enjoy eating as they walk. It is beloved as a morning scene that carries on the liveliness of a Boso fishing town to this day.

Notes

You can go as far as the observation deck, but approaching the cliff itself beyond the fence is extremely dangerous and must absolutely be avoided. Because the Boso Flower Line is also a road with traffic, please use the designated parking area and avoid parking on the road. Visiting at night is especially risky, since poor visibility underfoot could lead to a fall from the cliff. This article is published not as an invitation to visit but as a record. *KARASU CHANNEL does not encourage trespassing into haunted spots or any dangerous acts.
